(A) The requirements as to fees authorized by §§ 74.121 through 74.134 shall not apply to the owner of the vehicle or vehicle combination if owned by the United States, this state, or any political subdivision of this state, or the city.
(B) The provisions of §§ 74.121 through 74.134 requiring fees for a permit shall not modify, alter, or in any manner affect either the provisions of § 74.120, or the policy of the clerk adopted for the administration of §§ 74.100 through 74.139.
