§ 73.030 POLICE OFFICERS TO MAKE CERTAIN REPORTS.
   It shall be the duty of the police officers of the city, acting in accordance with instructions issued by the chief of police, to report:
   (A)   The number of each parking meter which indicated that the vehicle occupying the parking space adjacent to the parking meter is or has been parking in violation of any of the provisions of this chapter;
   (B)   The state license number;
   (C)   The time the vehicle is parking in violation of any of the provisions of this chapter;
   (D)   Any other facts or knowledge which is necessary to a thorough understanding of the circumstances attending the violation. Each officer shall also attach to the vehicle a notice to the owner or operator thereof that the vehicle has been parked in violation of a provision of this chapter, and instructing the owner or operator to report to the police station of the city in regard to the violation. Each owner or operator, may, within 24 hours of the time when the notice was attached to the vehicle, pay to the desk sergeant at the police station as a penalty for and in full satisfaction of the violation, the sum of $.50. The failure of the owner or operator to make this payment within 24 hours shall render the owner or operator subject to the penalties hereinafter provided for the violation of the provisions of this chapter.
