When any vehicle shall be parked in any space adjacent to which a parking meter is located in accordance with the provisions of this chapter, the operator of the vehicle, upon entering the parking space, shall immediately deposit or cause to be deposited a $.01 or $.05 coin of the United States in the parking meter and put the meter in operation. Failure to deposit a coin and put the meter in operation shall constitute a violation of this chapter, and shall subject the person to the penalty prescribed hereinafter.
