§ 73.020 DEFINITIONS.
   For purposes of this chapter the following words and phrases shall have the following meanings ascribed to them respectively.
   (A)   PARKING METER. A mechanical device located upon a public street or sidewalk on a place regularly designated as a parking meter zone hereinafter defined, which device shall record a certain number of minutes by use of a clock mechanism determining the period of time for which parking privileges may be extended to the person depositing a coin therein.
   (B)   PARKING METER ZONE. A certain designated and marked section of a public street, within marked boundaries, where a vehicle may be temporarily parked and allowed to remain.
   (C)   ROADWAY. That portion of the street between regularly established curb lines.
   (D)   SIDEWALK. That portion of a street between the curb line and the adjacent property lines.
   (E)   VEHICLE. Any device by which any person or property may be transported upon a public highway, except those operated upon rails and permanent tracks.
