As the City Council may from time to time direct, streets within the city may be designated with signs stating "No through traffic-residential only", and if so designated only local traffic may proceed on such streets to a destination on the street. Through traffic shall be prohibited. The following streets shall be so designated and appropriate signs shall be erected thereon:
