After December 31, 1970, all new buildings with basements, floors, rooms, or occupancy areas below ground level at the building site, and served by a public or private sewer system, shall have overhead plumbing. No permit application will be accepted, nor any permits issued after December 31, 1970 to any municipality or local government unless said municipality or local government shall have adopted an ordinance requiring overhead plumbing, and a copy of the ordinance shall have been filed with the metropolitan sanitary district.
