Repairs are to be made to a house sewer without a permit only in the case of leaks or obstructions, in which cases the work need not be reported in advance to the city. If the repair in any emergency exceeds the limit of mending leaks or forcing out an obstruction, the repair shall be reported to the city within 24 hours thereafter and § 52.05 shall apply.
