§ 52.02 DEFINITIONS.
   For the purpose of this chapter the following words and phrases shall have the following meanings ascribed to them respectively.
   (A)   APPROVAL. As applied to plans or mode of construction, approval and authorization by the respective person so designated by the city council.
   (B)   DOWNSPOUT. A leader or conductor pipe which carries water from the roof or gutter to the ground or to any part of the drainage system.
   (C)   DRAINAGE SYSTEM. A system of piping or conduits through which are conveyed liquids or liquid-borne solids from all plumbing fixtures and appurtenances in buildings and structures and which conveys the liquid or solids to the house sewer terminating one foot outside of the building walls.
   (D)   EJECTOR. A device operated to elevate water, sewage, or liquid wastes from a lower level to a point of discharge into a house sewer.
   (E)   HOUSE SEWER. A system of piping or conduits through which are conveyed liquids or liquid-borne solids, extending from a house drainage system to its connection with the public sewer or other place of sewage disposal.
   (F)   NEW, EXISTING.  NEW, in connection with a building or structure, is equivalent to the phrase "constructed since May 1, 1965," unless a new provision is made otherwise, and the word EXISTING is equivalent to the phrase "in existence prior to May 1, 1965." If neither of these qualifying words is used, the provisions of this chapter shall be construed as applying both to NEW and EXISTING buildings or structures.
   (G)   OWNER. The owner or owners of the freehold of the premises or of a lesser estate therein, a vendee in possession, or the lessee or joint lessee of the whole thereof.
   (H)   PERSON. Any individual, association, corporation (municipal or private) or firm acting either directly or through a duly authorized agent.
   (I)   PUBLIC SEWER. A sewer built by or constructed under the authority of the city in a public place such as a street, or in and through land for which an easement has been granted for the common use of the property abutting on the public place or easement.
