Contractors shall post certificate of liability insurance prior to the commencement of construction upon any facility within any city right-of-way or any city-owned facility within any public right-of-way. There shall be posted a certificate of a policy of insurance covering the liability of the city for any and all personal injuries or property damages occurring during the course of construction. The amounts of such liability shall be not less than $1,000,000 per personal injury and $500,000 for property damage.
