Every water meter shall have affixed thereto a seal preventing the opening thereof or the tampering therewith except by appropriate authority. The owner or occupant of premises served by a water meter shall immediately report the breaking of or damage to any water meter seal. Any owner or occupant of any premises served by a water meter who fails immediately to report damage to any water meter seal shall be subject to a fine, upon conviction of such offense, of not less than $10 nor more than $200 for each violation, and each day that the violation continues shall be deemed to be a separate offense.
