Following installation of the meter, the consumer's plumbing contractor shall shut off the supply of water to the dwelling at the buffalo box. The water shall not be turned on by the city, unless requested by the contractor and agreed to by the city for testing purposes, until the occupancy inspection shall have been made by the city and an occupancy permit granted.
