All buildings for which a public supply of water is to be made available shall first have installed, either inside the building or in a meter box or a meter vault outside of the building, a water meter. No public water service shall be made available to any building prior to the installation of a meter, except for the purpose of testing plumbing facilities pursuant to § 150.11 (C). The city shall provide meters to be so installed in buildings, and the meters shall at all times remain the property of the city after installation. The city shall designate the location of the water meters. The consumer shall protect the meters, following their installation, from freezing and other hazards to the operation thereof. The consumer shall be liable to reimburse the city for any loss or damage to the city's meters installed on the consumer's buildings.
