The following moneys shall be paid by the consumer prior to the resumption of service, where the service has been discontinued for nonpayment of accrued charges:
(A) A service fee shall be paid prior to a resumption of service as follows:
First resumption $75
Second resumption $100
All subsequent resumptions $125
(B) A deposit equal to the average quarterly billing for the service. Upon the current payment of 4 consecutive bills for water service, the deposit shall be applied toward the next successive water billing.
