§ 50.23 UNPAID CHARGES TO CONSTITUTE LIEN.
   In the event the charges for water and sewer service prescribed by this chapter are not paid within 60 days after rendition of the bill for quarterly service, the charges shall be deemed delinquent, and such delinquencies shall constitute liens upon the real estate for which the service is supplied. The city clerk is authorized and directed to file sworn statements showing the delinquencies in the office of the recorder of deeds of Cook County, Illinois (or with the registrar of titles of Cook County, if the premises are registered with the registrar of titles under the torrens system), and the filing of such statements in such offices shall be deemed notice for the payment of the charges for the service. The lien to be filed against the property shall cover all expenses, including legal expenses, filing fees and administrative expenses.
