There shall be and there are established rates or charges for the use of, and for the service supplied by, the combined waterworks and sewerage system of the city based upon the amount of water consumed, as shown by the water meters, as follows:
(A) Within the corporate limits.
(1) Water service for residential, single-family, commercial, industrial and other users.
(a) For each residential, single-family user, the charge shall be as follows:
1. $11.56 per 1,000 gallons.
2. A minimum quarterly charge of $141.08.
3. All owner occupied residential property owners within the corporate limit who have attained the age of 65 years shall receive a 25% discount from the above rate if they provide proof of age and property ownership to the city collector.
(b) For each commercial or industrial user the charge shall be as follows:
1. $11.56 per 1,000 gallons.
2. A minimum monthly charge of $77.14.
(c) Other users. For each school, school directory, church, church parsonage, or government user of the waterworks system the charge shall be as follows:
1. $11.56 per 1,000 gallons.
2. A minimum monthly charge of $66.13.
(2) Water service - multiple users. A MULTIPLE USER is defined as any additional number of family or commercial units located on the same premises, or being serviced through a single water meter, such as apartment buildings, more than one commercial unit in the same building, or commercial and residential units in the same building, or commercial and residential units located in the same building. In all such cases, there shall be an additional minimum service charge for each additional unit connected to the system for the type of service as set out above.
(B) Without the corporate limits.
(1) Water service for residential, single-family, commercial, industrial and other users.
(a) For each residential, single-family user the charge shall be as follows:
1. $14.35 per 1,000 gallons.
2. A minimum quarterly charge of $175.25.
(b) For each commercial or industrial user the charge shall be as follows:
1. $14.35 per 1,000 gallons.
2. A minimum monthly charge of $84.88.
(c) Other users. For each school, school dormitory, church, church patronage, or government user of the waterworks system, the charge shall be as follows:
1. $14.35 per 1,000 gallons.
2. A minimum monthly charge of $84.88.
(2) Water service - multiple users. A MULTIPLE USER is defined as any additional number of family or commercial units located on the same premises, or being serviced through a single water meter, such as apartment buildings, more than one commercial unit in the same building. In all such cases, there shall be an additional minimum service charge for each additional unit connected to the system for the type of service as set out above.
(C) Sewer service charge. In addition to the foregoing charges for water service, there shall be a charge for sewer service as follows:
(1) Single-family residential users shall pay a charge of $13.15 per month ($157.80 per year).
(2) Commercial, industrial, and other users shall pay, as a sewer service charge, the additional sum of 20% per month of each user’s monthly water service bill. That additional charge of 20%, but no less than $14.24 per month per user, or in the case of multiple users per unit, shall be added to the water service bill.
(3) Each residential unit in a condominium development shall pay a sewer charge of $13.15 per month; however, the sewer service charge shall not be applicable to condominium developments whose sewer lines are not owned by the city, and do not flow into a city-owned interceptor. Further, lines or the flow therefrom becoming received by a city-owned interceptor, the sewer charge shall immediately become applicable and payable.
(D) Special rates and charges. The city council reserves the right to enter into separate contracts with any user of the facilities of the combined system for special rates and charges, where the particular circumstances render the regular rates for service inadequate or unjust.
