No water from the city water supply shall be drawn from the city mains except on application for permission to draw water from the city mains. The application shall be filed by the owner or his duly authorized agent. The application shall specify the class of water service requested, and shall contain an agreement by the applicant to abide by and accept all of the provisions of this chapter as conditions covering the use and consumption of the city supply delivered to the premises. The application shall be accompanied by a fee for the issuance of the permit and for the cost of turning on the water for service in the premises. ('69 Code, § 20-19)
