§ 50.03 WATER, SEWER CONNECTION APPLICATION; PERMIT REQUIRED.
   No person shall make any connection to water mains or the sewer mains of the combined waterworks and sewerage system of the city except upon written application to the city collector and upon the issuance of a permit by the collector for the connection.
