§ 39.18 LOCAL BUSINESSES OR SUPPLIERS.
   For all contracts, which shall include contracts of $20,000 or less, and which are not competitively bid, the city shall make all reasonable efforts to secure the services or goods from businesses or suppliers that have their offices within the city.
