(A) The bid opening is scheduled by the specifications in the bid packet or by the committee or city council if rescheduled.
(B) The sealed bids are received by the city clerk or city designee. They are date- and time-stamped and held insecurity.
(C) The sealed bids are opened as scheduled.
(D) All qualified bids are tallied on the bid tabulation sheet by department head, city clerk, or city designee. Bid tabulation sheets are distributed to the appropriate city officials and to the members of city council.
(E) Disqualification can occur in one of the following ways:
(1) Failure to submit a bid bond or other required documents when requested.
(2) Failure to meet the specifications or schedule.
(3) Failure to meet the appointed deadline.
(4) Any act of collusion (intent to defraud).
