(A) Public notice shall be given for all formal purchase bids.
(1) Advertisement for bids shall be placed only when the committee, department head, or designee has all applicable documents, specifications, and drawings in its possession.
(2) Advertisements for bids shall either describe the nature of the proposed bid in sufficient detail or give reference to the specifications on file.
(3) The notice shall state the time, place, and date assigned for the opening bids.
(B) Vendors shall be selected as follows.
(1) Any responsible vendor who meets the specifications and requirements of the bid and who deals in the product or service requested is an eligible bidder.
(2) Past bid files, trade magazines, trade shows, promotional advertising, phone directories, and the recommendations of the user department are all potential sources for bidders.
(C) The “request for bid” shall include three parts: the bid form on which the proposal will be made, a copy of the specifications, and instructions for bidding.
