There is created a Director of Roads and Construction and a Building Commissioner who shall supervise the Department of Roads and Construction. The Director of Roads and Construction shall supervise all city employees assigned to this Department. The Building Commissioner shall supervise all building inspectors and such other city employees as may be assigned to him. The Director of Roads and Construction shall be in charge of all public construction. The Building Commissioner shall be in charge of the issuance of all licenses and permits for construction, signs and business licenses.
