§ 38.41 RESPONSIBILITIES.
   The Department of Roads and Construction shall be responsible for the maintenance of all city roadways, implementation of flood control programs, the issuance of permits and inspections for all buildings, sites, and signs, the issuance of all business licenses, and related activities.
