Annually, as part of the budget process, a salary adjustment will be recommended by the Mayor. The City Council acting as a committee of the whole in executive session will review the Mayor's recommendation. The establishment of the salary will be acted upon at a Council meeting. The adjustment shall be effective on January 1 of the fiscal year using data provided by the City Administrator regarding comparable external and internal salaries for like positions and the city's ability to pay.
