§ 37.06 HIRING AUTHORITY OF DEPARTMENT DIRECTORS.
   (A)   The department directors, subject to review by the City Administrator and approval by the standing committee of the Council under whose jurisdiction the department comes, shall have the authority, when authorized by Council action, to employ the necessary personnel to perform the necessary duties of their respective departments.
   (B)   Procedures shall be for the department directors, after consulting with the City Administrator, to work through the standing committee of the Council, to present to the Council need for additional personnel; upon recommendation of the committee, Council would authorize the department director to employ the necessary personnel, subject to the approval of the standing committee under whose jurisdiction the department comes; the department director shall direct all new employees as well as all terminating employees to the personnel office for the purpose of filling out all the necessary forms for payroll and insurance and also for terminating their employment with the city.
   (C)   Upon the termination or resignation of an employee of a department, the department director, after consulting with the City Administrator and notification made in writing to the Mayor and his or her committee chairperson, shall hire replacement personnel.
   (D)   Fingerprints and/or background checks shall be required of all employees and volunteers prior to appointment or hiring. Upon applying for any position within the city, each employee, prospective employee, volunteer or prospective volunteer, shall be asked to sign a consent form authorizing the city to conduct such checks.
