In the event that the person to whom any citation is issued fails to settle and pay the violation claim within the prescribed time, or within a period of time specified in a final notice (if one is served upon him), then the peace officer is authorized to cause a notice to appear to be served upon the alleged violator, and is authorized to file a complaint and to prosecute the complaint in the Circuit Court of Cook County.
