(A) The public arts commission shall be composed of five members to be appointed by the mayor with the advice and consent of the city council. Members of the city council may submit names of qualified candidates to the mayor. The city reserves the right to appoint a liaison to the commission.
(B) Members may be removed prior to the expiration of their term of appointment by a majority vote of the corporate authorities.
(C) Members shall be appointed for three-year terms. Initially terms will be staggered as follows: one appointment for one year; two appointments for two years; and two appointments for three years. At the conclusion of any term, a member shall serve until a respective successor has been appointed and qualified.
(D) Members shall serve without compensation or benefits.
(E) The public arts commission shall elect a chairman from its membership annually.
