The summerfest review committee shall adhere to the following rules in conducting all hearings and meetings:
(A) There shall be no closed-door hearings, meetings, or sessions except with the unanimous consent of all members present at the time the vote is taken.
(B) Robert's Rules of Order shall be followed at all times except as modified herein.
(C) Members of the audience at any hearing, meeting, or session of the committee shall be given a reasonable opportunity to participate in the proceedings, but no member of the audience shall have any voting rights on the committee.
