§ 34.55 DIRECTOR OF PARKS AND RECREATION; ASSISTANT.
   (A)   There is created the office of director of parks and recreation.
   (B)   The director of parks and recreation shall:
      (1)   Supervise the work of the park and recreation board in accordance with the general policies established by the board. Survey the community for needs and wants, and organize and direct an efficient administration for the board. Establish, review, and coordinate procedures so that maximum service may be provided at reasonable cost.
      (2)   Develop and organize a broad diversified program of recreation activities under active leadership and other programs which primarily require provision of space facilities and general administrative service. Supervise the safety and quality of programs.
      (3)   Recruit, select, and employ or recommend the employment of personnel. Organize, assign, and train personnel, and develop and maintain good work relationships among staff members. Establish and develop a program for continuing use of volunteers in the recreation program.
      (4)   Direct the acquisition, planning, design, and construction of recreation and park facilities under the control of the board. Operate and maintain all areas and facilities under board control for optimum use in support of the community recreation program. Establish close working relationships with and serve ex officio as a consultant on recreation and park matters to public and voluntary community agencies concerned with city planning, housing, public welfare, education, and other subjects closely related to community recreation.
      (5)   Study and analyze the effectiveness of the board's services. Prepare and recommend adoption of long-range and immediate plans to meet community needs.
      (6)   Direct and account for the expenditure of board funds in accordance with budget appropriations. Prepare and justify budget estimates and work programs. Supervise the keeping of complete financial records for the board. Recommend establishment of necessary fees for various services, and supervise their use.
      (7)   Interpret to the public the community recreation program and its philosophy and objectives through all suitable means, including the use of volunteers and staff members as well as the news media. Promote the public use of recreation facilities. Establish and maintain cooperative planning and working relationships with other local community agencies as well as state, regional, and national agencies concerned with recreation and related fields. Organize, promote, and cooperate with neighborhood groups identified with recreation and parks.
      (8)   Maintain systematic, complete, and accurate records of board activities and services, personnel, and property. Prepare and issue regular and special reports for use by the board, the community, officials, and others, and for the information of the community. Attend regular and special board meetings.
   (C)   The employment of a director of parks and recreation shall be subject to approval by the mayor and city council, and his services may be terminated upon action by the mayor, subject to the approval of the city council, and his salary and term of employment shall be as determined by the mayor and city council.    (D)   There is created the office of assistant director of parks and recreation. The assistant director shall have such duties as may be prescribed from time to time by the mayor and city council.
