§ 34.41 POWERS OF THE COMMISSION.
   The city youth commission shall have the following powers and duties:
   (A)   To encourage youth of the city by publicizing and otherwise focusing attention upon accomplishments of youth groups and individuals within the city;
   (B)   To engage in such fact- finding and studies as may be necessary to provide information about the nature and extent of the city's youth needs, and to suggest programs necessary or desirable to promote the interest and well-being of the youth of the city;
   (C)   To cooperate with all public and private youth organizations within the community; to work with all agencies and organizations, both public and private, in the community, which serve youth; to promote interagency cooperation and communication; and to promote full utilization of the existing community facilities for the benefit of the youth of the city;
   (D)   To give consideration to unmet needs of youth, and to recommend programs to the city council for meeting those needs;
   (E)   To conduct public education and information programs to inform the community of youth accomplishments and needs;
   (F)   To submit a semiannual report to the mayor and the city council on all activities of the youth commission, together with recommendations as the commission shall wish to transmit;
   (G)   To accept and expend contributions and gifts for programs and purposes of the commission with city council approval;
   (H)   To make recommendations to the mayor and to the standing committees for approval by the city council.
