§ 31.51 ANNOUNCEMENT AND CHANGES OF VOTES.
   The result of all votes by "yeas" and "nays" shall not be announced by the clerk, but shall be handed by him to the chairman for announcement, and no vote shall be changed after the tally list has passed from the hands of the clerk.
