§ 31.39 DEBATE REGULATED.
   No member shall speak more than twice on the same question, except by unanimous consent, and then not until every other member desiring to speak shall have had an opportunity to do so; provided that the proponent of the matter under consideration, or the chairman of the committee whose report is under consideration, as the case may be, shall have the right to open debate. No member shall speak longer than 10 minutes at any one time, except by consent of the council.
