§ 31.34 RECOGNITION REQUIRED BEFORE SPEAKING.
   Every member, prior to speaking, or making a motion, shall address himself to the presiding officer and say: "Mr. Mayor," and shall not proceed with his remarks until recognized and named by the chair.
