The city council may grant to a property owner authority to erect a fence, shed or other structure on city-owned rights-of-way provided that the property owner shall have entered into an acceptable lease/license agreement with the city and further provided that the property owner shall remove such structures at the direction of the city council if the area is required for use by the city.
