(A) Special committees shall be created from time to time as directed by the council. (‘69 Code, § 2-49)
(B) The following shall be special committees of the council:
(1) Business development.
(a) Legislative responsibilities: Promotes the city, liaison with business community and provides recommendations to council as needed.
(b) Related commissions or boards: All.
(c) Related city departments: All.
(d) Supervisor providing liaison to committee: mayor.
(2) (a) There shall be created a tax increment economic development advisory committee. The members of such committee shall be in such number as the mayor may direct, with the consent of the majority of the city council and the members of that committee shall be appointed by the mayor with the consent of the majority of the members of the city council.
(b) The members of the committee shall be appointed for initial one, two, three, four and five years respectively in such numbers to provide that the terms of not more than one third of all such members shall expire in any one year. Their successors shall be appointed for a term of five years.
(c) The committee shall serve in advisory capacity only, as provided by ILCS Ch. 65, Act 5, § 11-74.4-4(O). The committee may advise the city council and other municipal officials regarding development issues and opportunities within any redevelopment project area or the area within any State Sales Tax Boundary. The committee may also promote and publicize development opportunities in the redevelopment project areas or the areas within a State Sales Tax Boundary.
