§ 31.08 STANDING COMMITTEES ENUMERATED.
   The following shall be the standing committees of the Council:
   (A)   Finance.
      (1)   Legislative responsibilities: Budgeting, appropriation tax levy, audits, purchases, insurance, personnel, collection and depositories, administration of city (departments and services), fiscal oversight of general government programs and all city fiscal operations, and vehicle purchase and maintenance.
      (2)   Related commissions or boards: All city finance commissions and boards through council committees.
      (3)   Related city department: General government and all city departments through council committees.
      (4)   Supervisors providing liaison to committee: City Administrator, all department supervisors as needed to insure fiscal integrity.
      (5)   Governmental department related to committee: General government.
      (6)   Supervisors of department and duties: The supervisors shall be the City Administrator. The office manager shall supervise all employees assigned to general government including clerical employees, such as typists, bookkeepers, secretaries, bookkeeping machine operators, and all other employees as may be assigned.
      (7)   Departmental responsibilities: The responsibilities of the department and its personnel shall be the city's fiscal operations (collections, purchases, disbursements, depositories, insurance, general administration) and the operational maintenance of all city motorized equipment and vehicles.
   (B)   Municipal grounds and property.
      (1)   Legislative responsibilities: Develops policies for utilization and maintenance of all city owned or leased building structures, parks, and parkways, and the weed control program. Provides the fiscal oversight of department of grounds and property and vehicle maintenance.
      (2)   Related commissions or boards: Lake Katherine TIF district committee.
      (3)   Related city department: Department of municipal grounds and property and water and sewer department (aka department of public works).
      (4)   Supervisor providing liaison to committee: Municipal grounds and property.
      (5)   Governmental department related to committee: Municipal grounds and property, department of parks and recreation and swimming pool department.
      (6)   Supervisor of department and his or her duties: The supervisor shall be the director of municipal grounds and property. He shall supervise all city employees assigned to the department of municipal grounds and property and to the water and sewer department.
      (7)   Departmental responsibilities: The responsibilities of the department and its personnel shall be the maintenance of all city owned or leased buildings, structures, parks, and parkways, weed control, and vehicle maintenance, and establish and maintain a formal system listing all of the city's general fixed assets.
      (8)   General guidance: Although the department of municipal grounds and property, with guidance and policies established by this committee and/or the city council, is responsible for the establishment, utilization, maintenance and renovation of all city buildings and grounds, this does not in any way preclude the appropriate department or council committee from establishing rules of development of programs, use, and operation of the property; or for purchase and maintenance of equipment appropriate to the function of the specific property. Regular liaison between department supervisors and this committee is essential in order to assure appropriate maintenance problems are promptly addressed.
   (C)   Planning and zoning.
      (1)   Legislative responsibilities: The planning and zoning committee shall be responsible for annexations, subdivisions, variations, dedications, vacations, plan commission liaison, zoning board of appeals liaison, and zoning commission liaison.
      (2)   Related commissions or boards: Plan commission, zoning board of appeals, zoning commission.
      (3)   Related city department: Planning and economic development.
      (4)   Supervisor providing liaison to committee: Economic Development Director.
   (D)   Public safety.
      (1)   Legislative responsibilities: Safety, civil defense, police department, traffic control, fire district liaison, police commission and police pension board liaison, health inspections, and parades. Provides fiscal oversight of police and health departments programs.
      (2)   Related commissions or boards: Police pension board, board of police and fire commissioners.
      (3)   Related city department: Police.
      (4)   Supervisors providing liaison to committee: Chief of police.
      (5)   Governmental department related to committee: Police.
      (6)   Supervisors of department and duties: The supervisors shall be the chief of police. The chief of police shall supervise all city employees assigned to the police department.
      (7)   Departmental responsibilities: The responsibilities of the department and its personnel shall be to enforce all orders relative to the preserving of peace, good order, and quiet, and to prosecute all violations of the ordinances of the city.
   (E)   Recreation (civic activities).
      (1)   Legislative responsibilities: Recreation programs, parks, library board liaison, city picnics, social functions, swimming pool operation including recommendations for employment of director, swimming pool programs, and providing fiscal oversight of the swimming pool program.
      (2)   Related commissions or boards: Youth commission and recreation board.
      (3)   Related city departments: Recreation and parks, building and grounds, and swimming pool.
      (4)   Supervisor providing liaison to committee: Director, parks and recreation.
      (5)   Governmental department related to committee: Swimming pool.
      (6)   Supervisor of department and duties: The supervisor shall be the director of parks and recreation. He shall supervise the assistant directors, supervisors, and all city employees assigned to the recreation department.
      (7)   Departmental responsibilities: The responsibilities of the department and its personnel shall be to develop and maintain all city parks, to develop and operate all city recreation programs, to operate the city swimming pool in accordance with city ordinances, state statutes and guidelines and to provide swimming programs for all participants.
   (F)   Roads and construction.
      (1)   Legislative responsibilities: Road maintenance program, flood control programs, provides fiscal oversight of department of roads and construction.
      (2)   Related commissions or boards: None.
      (3)   Related city departments: Roads and construction and building.
      (4)   Supervisors providing liaison to committee: Director of road and construction.
      (5)   Governmental department related to committee: Roads and construction.
      (6)   Supervisors of department and duties: The supervisor shall be the director of roads and construction. The director of roads and construction shall supervise all city employees assigned to the department of roads and construction.
      (7)   Departmental responsibilities: The responsibilities of the department and its personnel shall be road development and maintenance, drainage and flood control.
   (G)   Licenses, permits and franchises.
      (1)   Legislative responsibilities: Provides recommendations to council as needed, permits and inspections for buildings, sites, signs, business licenses.
      (2)   Related city department: Building.
      (3)   Supervisors providing liaison to committee: The building commissioner.
      (4)   Supervisor of department and duties: The supervisor shall be the building commissioner. The building commissioner shall supervise building inspectors, health inspector, fire inspector, and any city employees assigned to the building commissioner.
      (5)   Departmental responsibilities: The responsibilities of the department and its personnel shall be general charge of and supervision of all private and public construction or alterations of all structures and buildings within the city, enforcement of all city ordinances, issuance of all city permits, Code Enforcement and Health Inspector.
   (H)   Water and sewer (utilities).
      (1)   Legislative responsibilities: Operation and development of sewer and water system, recommends usage rates and fees, provides fiscal oversight of water and sewer department.
      (2)   Related commissions or boards. None.
      (3)   Related city department: Water and sewer.
      (4)   Supervisor providing liaison to committee: Director, water and sewer.
      (5)   Governmental department related to committee: Water and sewer.
      (6)   Supervisor of department and duties: The supervisor shall be the director of water and sewers. He shall supervise all city employees assigned to the water and sewer department.
      (7)   Departmental responsibilities: The responsibilities of the department and its personnel shall be to operate and maintain in a safe and efficient manner the city water and sewer systems.
