§ 31.07 CONVENING OF MEETINGS; LACK OF A QUORUM.
   Each meeting of the Council shall convene at the time appointed for the meeting. The Clerk, or someone appointed to fill his place by the presiding officer, shall thereupon immediately call the roll of the members. If no quorum is present, the Council shall not stand adjourned, but the members present shall be competent to adjourn or recess the council by a majority vote.
