(A) A schedule of all regular Council meetings shall be prepared at the beginning of each fiscal year, setting forth dates, times, and places thereof.
(B) Notices of any special meeting, rescheduled regular meeting, reconvened meeting, or adjourned meeting shall be given at least 48 hours before the meeting by posting a notice of the meeting at the city hall, and by delivering a copy thereof to any local newspaper of general circulation.
(C) Notice of changes in the date, time, or place of any regular meeting set forth in the schedule prepared at the beginning of each fiscal year shall be published 10 days prior to the change of the date, time, or place in a local newspaper of general circulation, and shall be posted at the city hall.
