§ 10.02 DEFINITIONS.
   For purposes of this code the following words and phrases shall have the following meanings ascribed to them respectively.
   AND. May be read OR, and OR may be read AND, if the sense requires it.
   ANOTHER. When used to designate the owner of property which is the subject of an offense, includes not only natural persons but also every other owner of property.
   CITY, TOWN, VILLAGE, MUNICIPAL CORPORATION, or MUNICIPALITY. When used in this code shall denote the municipality of Palos Heights irrespective of its population or legal classification.
   COUNCIL. The legislative authority of the municipality.
   COUNTY. Cook County, Illinois.
   FISCAL YEAR. The fiscal year of the city shall be January 1 through December 31.
   HERETOFORE or HEREAFTER. HERETOFORE means any time previous to the day on which the ordinance, resolution, or statute takes effect; HEREAFTER means at any time after such date.

   HIGHWAY, ROAD, or STREET. Any road laid out by the authority of the United States, the State of Illinois, or of any town or county of the State of Illinois, and all bridges upon the same.

   IMPRISONED. Imprisoned in a county or municipal jail or workhouse if the offense is a misdemeanor, and imprisoned in a state penal or reformatory institution if the offense is a felony.
   KEEPER or PROPRIETOR. Includes all persons, whether acting by themselves, or as a servant, agent, or employee.
   LAND or REAL ESTATE. Includes rights and easements of incorporeal nature.
   MAY. The act referred to is permissive.
   MONTH. A calendar month.

   MUNICIPALITY or CITY. The City of Palos Heights, Illinois.
   OATH. Includes affirmation and SWEAR includes affirm.

   OWNER. When applied to property, includes any part owner, joint owner, or tenant in common of the whole or part of such property.
   PERSON. May extend and be applied to bodies politic and corporate as well as individuals.

   PERSON UNDER LEGAL DISABILITY. A person 18 years or older who because of mental deterioration or physical incapacity is not fully able to manage his or her person or estate, or is a person with mental idleness or is person with developmental disabilities and who because of his or her mental illness or developmental disability is not fully able to manage his or her person or estate, or because of gambling, idleness, debauchery or excessive use of intoxicants or drugs, so spends or wastes his or her estate as to expose himself or herself or his or her family to want or suffering.

   PERSONAL PROPERTY. Includes all property except real.
   PLAN OF SEWERAGE, SYSTEM OF SEWERAGE, SEWER, and SEWERS. Includes sewers, sewage disposal works, treatment plants, and sewage pumping stations, together with facilities and appurtenances necessary and proper therefor.
   PREMISES. As applied to property, includes land and buildings.
   PROPERTY. Includes real, personal, mixed estates, and interests.
   PUBLIC AUTHORITY. Includes boards of education; the municipal, county, state, or federal government, its officers or an agency thereof; or any duly authorized public official.
   PUBLIC PLACE. Includes any street, sidewalk, park, cemetery, school yard, body of water or watercourse, public conveyance, or any other place for the sale of merchandise, public accommodation, or amusement.
   REAL PROPERTY. Includes lands, tenements, and hereditaments.
   REGISTERED MAIL. Includes certified mail and CERTIFIED MAIL includes registered mail.
   SHALL. The act referred to is mandatory.
   SHERIFF, CORONER, CLERK, or other words used for an executive or ministerial officer may include any deputy or other person performing the duties of such officer, either generally or in special cases.

   SIDEWALK. That portion of the street between the curb line and the adjacent property line intended for the use of pedestrians.
   STATE. The State of Illinois.
   STREET. Includes alleys, avenues, boulevards, lanes, roads, highways, viaducts, and all other public thoroughfares within the municipality.
   TENANT or OCCUPANT. As applied to premises, includes any person holding a written or oral lease, or who actually occupies the whole or any part of such premises, alone or with others.
   WEEK. Seven consecutive days.
   WHOEVER. Includes all persons, natural and artificial; partners; principals, agents, and employees; and all officials, public or private.
   WRITTEN or IN WRITING. Includes printing and any other mode of representing words and letters; but when the written signature of any person is required by law to any official or public writing or bond, required by law, it shall be in the proper handwriting of such person, or in case he is unable to write, his proper mark, except as otherwise provided by law.

   YEAR. A calendar year unless otherwise expressed; and the word YEAR alone is equivalent to the expression "Year of Our Lord."
