§ 30.18 PARKS AND RECREATION ADVISORY BOARD.
   (A)   There is created and established a Parks and Recreation Advisory Board which shall act in accordance with and subject to the provisions, duties and limitations of this section.
   (B)   The following guidelines are set forth for the Parks and Recreation Advisory Board.
      (1)   The Parks and Recreation Advisory Board serves at the pleasure of the City Council in an advisory capacity. The City Council shall have authority to create, direct, or dissolve the Parks and Recreation Advisory Board as needed.
      (2)   The Council makes the final determination of which persons sit on the five-member Parks and Recreation Advisory Board. The Advisory Board may submit names for consideration, but at no time do they have the power to appoint, fill a vacancy or replace a member without the written consent of the City Council.
      (3)   All members of the Parks and Recreation Advisory Board shall serve without pay.
      (4)   All members shall be full-time residents of the city.
      (5)   The Parks and Recreation Advisory Board shall determine and establish meetings as necessary in order to make recommendations to the City Council.
      (6)   The Parks and Recreation Advisory Board is an advisory board to the City Council in the manner of parks and recreation facilities, staff structure, projects, and any other topic related to parks and recreation in the city area as tasked by the City Council.
      (7)   As an Advisory Board appointed by the City Council, all meetings of the Advisory Board are subject to the open meetings laws and are open to the public at all times.
