§ 30.16 PLANNING AND ZONING BOARD.
   (A)   The city does hereby increase the composition of the Planning and Zoning Board to five residents of the city to be named by proper motion by the City Council, and each member of said Planning and Zoning Board shall serve at the pleasure of the City Council.
   (B)   The said Planning and Zoning Board shall have all of the powers enumerated in Tex. Local Government Code Ch. 211, plus all of the additional powers hereinafter set forth plus any other duties given to it by the City Council.
   (C)   The Planning and Zoning Board shall meet as such times as shall be convenient and necessary for the transaction of business and three or more Planning and Zoning Board members shall constitute a quorum for the purposes of meeting as a Planning and Zoning Board with the Chairperson to be elected by the Planning and Zoning Board and to serve as Chairperson at the pleasure of the Planning and Zoning Board.
   (D)   All business transacted by the Planning and Zoning Board and all action taken shall be by a majority vote, with the presiding officer having the power to vote only to make or break a tie.
   (E)   The meeting times of the Planning and Zoning Board shall be set by the Planning and Zoning Board and said Board shall meet at the same location as the City Council.
   (F)   The Monitor, located in McAllen, Hidalgo County, Texas, is appointed as the official newspaper for the Planning and Zoning Board for the city.
