(A) A person who violates any provision of this chapter shall be punished, upon conviction thereof, by a fine not to exceed $500.
(B) The penalties prescribed in the preceding division do not limit the power of the City Manager to discipline employees under the City Manager's supervision or the power of the City Council to discipline its members for violations of this chapter or a state conflict of interest law.
