The establishment of a residential development with two or more lots of five acres or less where the water supply and sewer services do not meet the minimum standards of this subchapter is prohibited. A subdivision with lots of five acres or less is presumed to be a residential development unless the land is restricted to non-residential use on the final plat and all deeds and contracts for deeds.
