The provisions of this chapter, or any amendments thereto, are minimum requirements for the promotion of the public safe, health, convenience, comfort, morals, prosperity and general welfare. It is not intended by this chapter to interfere with or abrogate or annul any easements, covenants or other agreements between parties, or any statute, local ordinance or regulations; except that, if this chapter or any amendment thereto imposes a greater restriction, or higher standard, this chapter of any amendment thereto shall control.
