SECTION 3.11 PROCEDURE.
   (A)   Meetings. The City Council shall meet regularly at least once in every month at such times and places as the City Council may prescribe by rule. Special meetings may be held on the call of the Mayor or of three (3) or more Councilmembers and, whenever practicable, upon no less than twelve (12) hours notice to each member of the Council. All meetings of the City Council shall be open to the public, except as allowed by state law.
   (B)   Rules and Journal. The City Council shall determine its own rules and order of business and shall provide for keeping a journal of its proceedings. This journal shall be a public record except as allowed by state law.
   (C)   Quorum. After the May 2024 elections, a quorum shall consist of three (3) members: Mayor and two (2) Council members, or three (3) Council members. A quorum of the City Council must be present at the start of each City Council meeting. Should the City Council at any meeting lose a quorum, the fact may be raised by any City Council member, at which time the City Council may continue its meeting, however, no action or ordinance requiring a vote may be taken or passed. Voting, except on procedural motions, shall be by roll call and the ayes and nays shall be recorded in the journal. No action of the City Council shall be valid or binding unless adopted by the affirmative vote of a majority of the quorum of the City Council present and voting. The Mayor may vote on all matters.
