   (A)   It is in the best interest of the welfare and safety of its residents to regulate the operation of any truck, semi-trailer or road tractor on the following streets:

   (B)   The prohibition set forth in this schedule does not apply to: the operation of trucks, semitrailers and road tractors traveling on streets other than designated truck routes strictly for the purposes of pick-up or delivery to specific locations, or to obtain service, repairs, lodging or fuel in the normal course of business when there is no other alternate designated truck route of access to such location requiring a stop within the city; provided that, all vehicles departing from an established truck route under one of the stated exceptions shall immediately thereafter return to a designated truck route by the most direct means practical.
   (C)   The city shall place and maintain traffic-control signs evidencing the prohibition or permission of truck traffic on the portion or portions of roadways set out in this schedule, which signs shall conform to current standards as set out in the Texas Manual on Uniform Traffic-Control Devices with regard to shape, size, color, letter size and style, mounting and location.
   (D)   Fines may range from any minimum to $300 maximum.
