All notices to cut weeds or abate any nuisance under the foregoing provisions, and all statements evidencing costs to the city for cutting weeds or abatement of nuisances, upon failure, refusal or neglect of the owner to cut weeds or abate the nuisance after having been notified to do so, as well as all other clerical work incident to enforcement of the provisions of the foregoing sections, shall be prepared and mailed by the City Secretary or the Mayor.
