All traffic-control devices, signs, signals and markings, including those markings on pavement or on curbs, installed or used for the purpose of directing, regulating, warning or guiding traffic and persons within the city shall conform to the Texas Manual on Uniform Traffic-Control Devices specifications. All such traffic-control devices, signs, signals and markings shall be uniform and located so far as practicable throughout the city consistent with the manual.
