§ 150.150 SPECIAL USE PERMIT.
   The City Council, may, upon recommendation of the Building Inspector, grant a building permit for a special use or special project in any district (or zone), provided such use or project shall not adversely affect the overall comprehensive plan of this chapter and shall not adversely affect the property or property values in the district (or zone).
