An application for a building permit under this subchapter shall be filed with the city along with two copies of all plans. The application for a building permit shall be in such form and manner as may be required by the City Council. If, in the opinion of the Building Inspector, the valuation of the building, alteration or structure appears to be underestimated on the application, the permit shall be denied unless the applicant can show detailed estimated cost to meet the approval of the Building Inspector. Permit valuation shall include total cost, such as plumbing, electrical, mechanical equipment and other systems. All applications for remodeling an existing structure or rebuilt which involves any of the plumbing, electrical, structural or an addition to said structure should be referred to the Building Inspector.
