§ 70.20 EXERCISING IN THE RIGHT-OF-WAY.
   (A)   Walking, jogging, and running. It shall be unlawful for any person who is walking, jogging, running in the right-of-way of streets within the territorial limits of the city to fail to either wear reflective material on his or her front and back, or to display a safety light (front and back) on or above their person during the period beginning at sunset and ending at sunrise. Such reflective material and safety light shall be of such size and characteristics and so maintained as to be visible from all distances with 300 feet to 50 feet from such persons, when such person is directly in front of lawful lower beam of vehicular headlamps. Examples of industry-approved reflective material are, but not limited to, reflective safety vests and reflective safety belts. Examples of industry-approved safety lights, are, but not limited to LED belt lights, armband lights and headlamps. This section also applies to pets, companion animals or assistance animals.
   (B)   Bicycling. It shall be unlawful for any person who is riding a bicycle in the right-of-way of streets within the territorial limits of the city to fail to display a white light visible from a distance of at least 500 feet in front of the bicycle and either a red reflective light that is visible from 50 feet to 300 feet from the rear or a red light visible from a distance of 500 feet from the rear as per Tex. Transportation Code § 551.04 during the period beginning at sunset and ending at sunrise.
